Other Charges.

The New Code attempts to fix a capitation

fee to cover "other charges". This necessarily means the specification by the Director of what"other charges" are allowed and what are not allowed. We propose that this item be dropped from the Code and replaced by a provision that only 75% of the minimum fee be shewn in the School return of Income and Expenditure.

Some Other Details. In addition we have already dissented from some other details, probably required by the Treasury to ensure complete financial control under the Code's principle of exact difference between Income & Expenditur e. The se provisions include control of ages in classes, regulations about rustication etc., which properly come under the School Administration but are, of course, always subject to inspection by the Department of Education.
